You could still run Leopard on the 700MHz G4 with the help of LeopardAssist but you don't really want to. It would be slower than Tiger on that Mac. You should max the RAM out and add a faster 7200rpm drive (if it doesn't have one) Look for a drive with at least 8MB cache and it will help speed it up a little.
If you really like that style of iMac you could sell that one and get one of the faster models. Less cost than a CPU upgrade - if you could find one.
The 1.25GHz G4 iMacs are still pretty quick running Leopard with the RAM maxxed out at 2GB. And the 20" 1.25GHz G4 iMac is a sweet Mac. If you can find one and don't mind paying $300-400, or more for one. It would have faster bus, RAM and better video as well as a much faster CPU.
