Well, no one answered to this query. But I got the answer from another friend, who was patient enough to go through 4 rounds of email and cut & try:
It turns out that the default location of my iTunes Music Library had been set to a remote network-storage drive - to which I am NOT always connected. For some reason, to transfer music to the iPod, it has to come from that location; since I wasn't connected to the drive, nothing was being transferred to the iPod.
Oddly, the PC stores the music that it plays in a set of folders on its own hard drive. So I could play the music on the PC (without the CD), but couldn't transfer to the iPod. For some reason, non-music files are not treated this way, so I was able to transfer speech files to the iPod.
The cure: - Complete un-install of iTunes from the PC. - Complete erasure of all music on the PC. - Re-install of iTunes on the PC. - RESTORE on the iPod: This time, make sure that the location for the default music library is set on the PC's hard drive. You have to use the Edit/Preferences/Advanced/General to set the location.
Now it behaves as it should: It loads music from the CD to iTunes, I make my playlists on iTunes, and when I connect the iPod, it syncs up perfectly: everything in place.
I wasn't crazy, after all!
